Stone Walls (2 hrs)

Presenter: Kevin Gardner, Stone Wall Builder

Kevin’s talk covers a few of the main topics about New England stone walls, touching on history, technique, and stylistic development. He explains how and why New England came to acquire its thousands of miles of stone walls, the ways in which they and other dry stone structures were built, how their styles emerged and changed over time, and their significance to the famous New England landscape.  There will also be discussion about how the timing of construction and the composition of walls can indicate use of certain tracts over time which can be of benefit when performing research into the history of parcels.  There is always a generous question-and-answer period, during which listeners are encouraged to bring up specific problems or projects on their own properties.

Wetlands Delineation (1.5 hrs)

Presenter: Tina Heath, State of Vermont (Chittenden County) Wetland Ecologist 

Over 10% of Vermont is either wetland or adjacent land. The state regulates activities within significant wetlands and the 50-foot buffer zone around the wetland. When wetlands and buffers cannot be avoided, a state wetland permit may be required. During this presentation we will cover how to identify a wetland; wetland functions and values; the Vermont Wetland Rules; the Vermont Significant Wetland Inventory map; avoidance and minimization of impacts; permitting; and online tools and resources.    

Current Use (2 hrs)

Presenter: Addison Kasmarek, Greenleaf Forestry

Join Addison Kasmarek, a Vermont and New Hampshire Licensed Forester, SAF Certified Forester, and New York Cooperating Consulting Forester, for an informative presentation on the Use Value Appraisal Program (Current Use). This session will explore the history and purpose of the program, current requirements for enrollment, the processes for enrolling, transferring and withdrawing land, and the key role a forester plays in assisting landowners throughout. Addison will also cover the benefits and drawbacks of the program, along with common challenges landowners may face.

Condemnation & National Forest Boundaries (2 hours)

Presenter: Kevin Tilton, US Forest Service

Kevin’s presentation will look at condemnation cases, or takings by eminent domain, primarily as they have created boundary conflicts with landholdings and rights adjacent to the White Mountain and Green Mountain National Forests. Kevin will especially share his perspectives on the subject as a surveyor formerly in the private sector and now in the public sector. Kevin will also review the different types of land records found in the files of the Forest Service that may not be found in other public records.

    Kevin Gardner, Stone Wall Builder

    Kevin Gardner is a lifelong resident of Hopkinton, NH. Like a lot of independent rural Yankees, he’s been a jack of many trades, a builder, logger, writer, teacher, radio voice, even an actor and director.

    For more than forty years he has been a stone wall builder in a family business widely known for traditional New England stonework, particularly for historic restoration of antique structures. In 2001 Kevin published The Granite Kiss: Traditions and Techniques of Building New England Stone Walls. His second book, Stone Building: How To Make New England Style Walls and Other Structures the Old Way, was published in May of 2017. He has also published poetry, songs, and essays, including “Land of Stone”, an examination of several historic sites in the Monadnock Region, in the 2006 anthology Where The Mountain Stands Alone.

    Tina Heath, State of Vermont Wetland Ecologist

    Tina has an extensive background in the environmental field that specializes in wetlands; plant identification; environmental regulation; natural communities; water resources; and educational and public outreach. Her expertise includes: Vermont state and federal wetland regulations, wetland delineation, wetland functional assessments and biomonitoring, plant surveys and inventory, restoration monitoring, and leading field crews.  She has been a District Wetland Ecologist in the DEC Wetlands Program for the last 10 years. She is responsible for identifying, evaluating, and protecting wetlands in Chittenden County.

    Addison Kasmarek, Greenleaf Forestry

    Addison has been practicing forestry for 13 years in Vermont, New Hampshire and New York. She joined Greenleaf in the fall of 2010 after graduating from the University of Vermont with a Bachelor of Science in Forestry. In addition to forestry and GIS consulting, Addison specializes in invasive plant control and sugarbush management/assisting landowners with organic maple certifications.  In her spare time, she enjoys hiking, hunting, and spending time with her family in east-central Vermont.

    Kevin Tilton, US Forest Service

    Kevin is a Licensed Land Surveyor in the State of New Hampshire and a Professional Land Surveyor in the State of Maine. Kevin joined the Department of Agriculture, US Forest Service in April 2022 as the White Mountain National Forest Land Surveyor. He is also a member of the New Hampshire Land Surveyors Association.

    Kevin earned his Associate of Applied Science degree in Civil Technology with an emphasis in Surveying and Mapping from the Thompson School of Applied Science at the University of New Hampshire in 2005. Kevin was employed with HEB Engineers in North Conway, NH from May 2005 to April 2022. He has considerable experience with boundary and engineering surveys, deed research and plan compilation. Kevin’s project experience includes infrastructure, property, and conservation surveying.
