Round Table Discussions

We will have four sessions of round table discussions on a variety of topics, and attendees can choose the discussions they would like to join. Each session lasts for 50 minutes, with a 10-minute break in between.

Scheduled round table topics:

  • Title Searches by Attorneys - Cary Dubé from Bergeron Paradis and Fitzpatrick
  • Portfolio / License Applications - John Diebold, Vermont State University and State of Vermont Board of Land Surveyors
  • Recent Updates in Vermont's GIS Resources - Tim Terway, Vermont Center for Geographic Information, State of Vermont
    • This session will provide an overview of recent and planned updates for Vermont's freely available GIS resources. Emphasis will be on updates to remotely-sensed data (e.g., orthoimagery, lidar-derived elevation products), boundary-related vector datasets (parcels, property transfers) and related applications, including a forthcoming update to the Vermont Land Survey Library.

Afternoon Seminars:

Ira Allen with author Kevin Graffagnino

Land speculator, revolutionary, pamphleteer, politician, and empire-builder, Ira Allen was a key figure on the late eighteenth-century Green Mountain frontier. Based on his new book Ira Allen: A Biography, J. Kevin Graffagnino’s talk will evaluate Allen’s checkered career and makes the case for including him in our picture of Vermont’s formative decades.

Avoiding, Mediating and Litigating Boundary Disputes with Liam Murphy

Liam will discuss the following topics during the seminar:

  • Client engagement contracts, limitations of liability, insurance, and record keeping.
  • Collection of information, title and map searching, tax maps, permits, etc.
  • Communication and notification with client and surrounding property owners.
  • Explanations and documentation of judgements and opinions.
  • Handling and resolving disputes through mediation.
  • Being an expert witness, expert opinions, depositions and trials.

Our Presenters

Kevin Graffagnino

Kevin has a long career as an historian, much of it focused on Vermont. He was the Curator of Vermont History at the University of Vermont Library from 1978-1995, and Executive Director of the Vermont Historical Society from 2003-2008. He is the author/editor of 25 books on Vermont and American history, book collecting, antiquarian maps and prints, and related subjects. He has written 7 books on various historical aspects of Vermont, including his newest book on the history of Ira Allen.

Liam Murphy

Liam has been practicing law in Vermont since 1983 focusing on all types of real estate matters. Liam’s litigation practice focuses on property law, including disputes involving title and boundary issues, easements, adverse possession and prescriptive easements; public and private road issues; title insurance claims; land use, zoning and Act 250; construction, condemnation and tax appeals. In the course of his practice, Liam has represented landowners, developers, municipalities and neighborhood groups in matters before the United States District Court for the District of Vermont, the Vermont Supreme Court, Vermont Superior Courts, the Vermont Environmental Court, the Vermont Environmental Board, the Water Resources Board, multiple Act 250 District Environmental Commissions, and various municipal zoning and planning boards. Many of Liam’s case involve the interpretation of surveys. He has been an associate member of VSLS for many years.

Gayle Burchard

Gayle is a Director for the National Society of Professional Surveyors and a licensed land surveyor.

Mark Day

Mark began Day Land Surveying after working in the profession since 1990. In addition to gaining experience and expertise working for various surveying & engineering firms, Mark has worked in the public sector as a Right of Way Coordinator for a local utility and has operated a successful surveying & design firm as a partner. Mark is a proud member of the Vermont Society of Land Surveyors where he served on the Executive Commitee in many roles (President from 2018-2021).

John Diebold

John is a professor at Vermont State University in the Department of Engineering Technology.  Prior to joining Vermont State University, he worked in the civil engineering and land surveying professions. During that time he supervised field crews in all aspects of land surveying, designed and managed civil engineering projects, and reviewed land survey and civil engineering drawings. John is a licensed land surveyor in Vermont and an engineering intern. He remains active in the land surveying profession and is currently serving on the Vermont Board of Land Surveyors.

Cary (Carolyn) Dubé

Cary is at Attorney at Bergeron Paradis and Fitzpatrick Law and focuses on residential and commercial real estate transactions.

Michael Gervais

Michael is co-owner of Barnard and Gervais and a licensed land surveyor.

Sarah Hadd

Sarah is a member of the Vermont Land Use Review Board.  Sarah was most recently the Fairfax Town Manager after serving the Town of Colchester for two decades as its Town Planner then Director of Planning and Zoning. She is a Certified Floodplain Manager and an International City/County Management Association Credentialed Manager. Sarah is a member of the American Institute of Certified Planners and a recipient of both the Vermont and Northern New England Chapter of the American Planning Association Professional Planner of the Year. She is a past president of the Vermont Planners Association that has served on the Vermont Downtown Board as well as her regional planning commission.

Doug Henson

Doug serves on the State of Vermont Board of Surveyors and is a recently retired licensed land surveyor who worked in the field for more than 30 years.

Kevin LaRose

Kevin is Vice President and co-founder of LaRose Surveys, P.C. Kevin has been working in the Land Surveying and Civil Engineering fields since the early 1990’s since he completed his education at Vermont Technical College and the University of Vermont.  Kevin attained his license to practice Land Surveying in 2002 and his certification as a septic system designer through the State of Vermont as a Licensed Class B Designer in 2003. Kevin also earned his Engineer Intern license in 1999. Kevin studied surveying, septic system design, structural design, soils, and traffic while at Vermont Technical College and the University of Vermont.

Ron LaRose

Ron is President and co-founder of LaRose Surveys, P.C. He has been working in the field of land surveying since 1968 and has been a Registered Land Surveyor since 1970. He is a graduate of Vermont Technical College with an Associate Degree in Highway Technology.

Gerald Stockman

Gerald is the current President of VSLS and a licensed land surveyor at tce (a Bowman company) with a diverse experience that includes work in municipal, state, federal, and private sectors.

Tim Terway

Tim is a geographer and GIS professional who serves as the VCGI's point of contact for users and creators of our geospatial information. He is responsible for coordination and knowledge sharing activities, for advancing the design and use of VCGI's data products and services and oversees several data programs. Tim has more than 20 years of professional experience and has practiced landscape architecture, urban design and planning domestically and internationally and has also worked as a researcher and educator.
